India: Public Grievance Monitoring System (PGMS)

Project Description
This software was developed as a web-enabled application with ASP pages as the front end and MS-SQL Server 2000 as the back end. The General Administration Department (GAD) of the Government of Chhattisgarh has been using the software for the past year. It enables online grievance registration by the public and status checking of existing greviances at any time. It has three modes of grievance registration:

  • Grievances recorded on VC
  • Grievances received online (Web) and
  • Grievances received by GAD through the postal system or by hand.

Project Objectives
Besides allowing the public to register and track the status of their grievances, the system provides great flexibility in monitoring grievance redressal by various officers in Mantralaya. The public can also see the status of grievances submitted through post or by hand with the assistance of a name-based search facility. It supports both Hindi and English.

The monitoring officials have the option of generating following reports of grievance status:-

  • Reports by District
  • Reports by Department
  • Reports by Date (on a date as well as during a period)

Intended Beneficiaries
The project aims to provide transparency to the public regarding to the pace of redressal of registered grievances. It also helps the GAD speed up the grievance redressal process with increased accuracy and efficiency.

Partners Involved
The NIC is responsible for developing the software.

Impact: Costs and Benefits
The software has been developed free of charge by NIC Chhattisgarh State Unit at the request of the GAD.

Lessons Learned
Many long pending grievances have been addressed by GAD with the help of this software. The project, being web-enabled, is accessible to people regardless of location. Grievances from persons even from Tamilnadu could be redressed quickly through this web-enabled application. It is a good example of how beneficial such public oriented applications would be in terms of bridging the gap between the public and administration, and realizing the goal of ideal e-Governance.

Constraints/Challenges
The project has been a success so far due to the sincere efforts of the GAD in implementing it. Further effort towards generating greater awareness among the public to ensure optimum service and maximum benefits to them is required.

Sustainability Factors
Keenness of administration to make maximum use of the application and an equal extent of public participation will play a key role in uninterrupted functioning of the project.

Recommendations
Greater public participation is required.
