Project Description
This is an application which employs state-of-the-art technology to generate all kinds of energy bills for consumers. A number of collection counters are spread all over Bihar. Payments are made at these counters and consumers can find out the status of their bills as and when they want.
Project Objectives
The main purpose of this application was to automate the entire billing process and facilitate the monitoring of bills. Its web based inquiry system provides better services to the consumers. This application has lent transparency to the system.
Intended Beneficiaries
The Bihar State Electricity Board, the public and other service providers like banks etc are the intended beneficiaries.
Partners Involved
NIC, BSEB, post offices and banks are the major players in the implementation of this project.
Impact: Costs and Benefits
Improved revenue collection at division levels and reasonable costs of bill preparation are some of the benefits of RACE.
Lessons Learned
The importance of a detailed feasibility study and a contingency provision was realized.
Constraints/Challenges
Lack of user acceptance and shortage of required staff for multi locational implementation were the major hurdles.
Sustainability Factors
RACE has yet to prove its long-term sustainability. However, replication of the application all over Bihar is being proposed.
Recommendations
It is recommended that the project be replicated in other states as well.
