Project Description
Started in 1995 and implemented in four phases, it is involves the creation of an online facility for the payment of bills, compilation of accounts, civil and old age pension payments, stamp inventories etc.
Project Objectives
Its objectives include fast and accurate accounting in the Treasury and sub treasuries, quicker communication through e-mail and periodic transmission of summary accounts between treasuries.
Intended Beneficiaries
There were a number of beneficiaries of this scheme. The major ones were the finance department of Rajasthan, Directorate, Treasuries and Accounts, Jaipur, the Accountant General of Rajasthan and the Directorate, Pension and Pensioner's Welfare, Jaipur.
Partners Involved
The involvement of Directorate, Treasuries and Accounts, the finance department of Rajasthan and the NIC state unit made TCS a success.
Impact: Costs and Benefits
Timely submission of accounts, smoother flow of information, major reduction in overhead expenses and paperwork, and better coordination between Directorate, treasuries and sub treasuries are some of the advantages of this system.
Lessons Learned
It was learnt that strong administrative will is required to induce a change in the system. Manual systems must be discontinued as soon as possible. Computerization also helps in better dissemination of information.
Constraints/Challenges
Resistance by staff and limited resources at the state level were some of the obstacles faced during the implementation of this project. Apart from this there was the problem of existing hardware being obsolete. The project was also scattered over a large area which made implementation difficult. The poor power situation was another challenge that the implementing agencies had to face.
Sustainability Factors
Continued technical guidance by NIC and regular reviews by partners are two factors which contribute to making this project sustainable in the long run.
Recommendations
It has been recommended that training programs be organized and computer professionals be posted at the state level.
