Project Description
This is a Government to Government (G2G) application started in 2002 and implemented in all the departments of the Karnataka secretariat. Sachivalaya Vahini is aimed at the creation of an online Secretariat storing, maintaining and processing of large volumes of data.
Project Objectives
The main objective of this project is the provision of a number of services to both the public and the government such as online public grievance monitoring, file tracking, court case monitoring etc.
Intended Beneficiaries
The intended beneficiaries are the citizens within and outside the state. The network provides a wealth of information which can benefit all users.
Partners Involved
Sachivalaya Vahini has been made possible due to the combined efforts of The Directorate of Information Technology, the e-Governance secretary, NIC, Karnataka and all the departments of the secretariat.
Impact: Costs and Benefits
Rate of file disposal has increased considerably as action on a number of files has already taken place. This has resulted in speedy development work and more efficient redressal of grievances.
Lessons Learned
It was found that initially people were resistant to change but once they were convinced of the advantages of computers they accepted the new system quickly. The success of any e-Governance project depends on political will and administrative commitment.
Constraints/Challenges
Understanding the vast domain of the Secretariat was a major challenge. Moreover, training the four thousand strong staff was a tedious task. The size of the operation made coordination a big challenge.
Sustainability Factors
Since it is an intra-government application project sustainability was not a consideration.
Recommendations
The Knowledge Management facility can be used to deal with letters and files. It has been proposed to connect all government databases using a state wide network.
