Project Description
Sarkar Apke Dwar or "The Government at Your Doorstep" aims to bring the government to the masses. It is directed at solving the problems of the public and redressing their grievances.
Project Objectives
Strengthening the faith of the masses in the democratic system of governance by accomplishing developmental works, ensuring direct participation of the masses and delegating the execution of development projects are some of the objectives.
Intended Beneficiaries
The people of Haryana, officers at the district level and officers of CM secretariat are the beneficiaries of this project..
Partners Involved
Those who are involved in this project are the Haryana CM Secretariat, NIC, District Administration, Administrative Secretaries and Heads of Departments.
Impact: Costs and Benefits
Benefits have percolated to the grass root levels. Better human resource management, improvement in the quality of work, convenience to users and minimization of fund expenditures are some of the advantages. The technical advantages include the safety of massive amounts of data, minimization of manual work and the sharing of information on a privileged basis.
Lessons Learned
The main enablers in the success of this project have been the proactive role of the state and the decision to create an integrated workflow solution, which would satisfy all types of users.
Constraints/Challenges
The biggest challenge was the synchronization of information at various levels of the government.
Sustainability Factors
Declared as one of the "Best Practices" by the Department of Public Grievances & Administrative Reforms, Government of India, the project is highly sustainable. The State Administration is actively involved in the implementation of the Programme. NIC-HSU allows the use of its servers and also provides continuing support. The project can easily be replicated in other states and can be used effectively by Members of Parliament for implementation of their local area development projects.
Recommendations
Implementing security at the database level to prevent unauthorized access and adoption of a multi pronged strategy for areas where bandwidth is low will make the Programme more effective.
