Project Description
The project was undertaken in order to mitigate the plight of detainees that had been languishing in prison due to delays in the hearing of their cases. Video Conferencing was used to expedite trials of pending cases.
Project Objectives
This experiment sought to to deliver quick trials of pending cases by using video conferencing.
Intended Beneficiaries
The detainees were intended to be the direct beneficiaries.
Partners Involved
Initiated by the Bihar government in partnership with the NIC, this novel undertaking was entirely government funded.
Impact: Costs and Benefits
The new system of delivering justice has accelerated the case disposal rate, helped reduce jail overcrowding by releasing some detainees, and helped save on transportation costs.
Lessons Learned
Video Conferencing is a powerful communication tool and can help conserve both time and money.
Constraints/Challenges
Psychological barrier both for convicts and judiciary.
Sustainability Factors
The project was funded by Bihar Government. Indirect benefit include savings on large transportation costs and manpower deployed to securely bring convicts from prison to the courts. Also, by following a production-line model, it was possible for the courts to clear more cases in a systematic way.
Recommendations
The project has shown tremendous promise and it can be replicated in other states.
