ICT in Disaster Management: APDIP e-Note 16
Events over the last years have shown that many countries in the Asia-Pacific region are exposed to threats posed by natural or man-made disasters. It is critical for these countries to respond to disasters and to prepare appropriate disaster response strategies. While disasters can not completely be avoided, the loss caused by such events can be reduced and Information and Communication Technology (ICT) can play an important part in doing so. Recently, ICT has been used effectively in disaster management and disaster risk management processes to minimize the impact of disasters.
This APDIP e-Note examines the interplay between different ICT media and the stakeholders involved in all phases of disaster management, taking into account the wide-spread use of both traditional and modern ICT as well as the variety of ICT tools ranging from early warning systems to on-line registers of missing persons.
This APDIP e-Note is written by Chanuka Wattegama.
It will be followed shortly by an APDIP e-Primer - also by Chanuka Wattegama - that discusses ICT for disaster management in detail with examples from the region.
