What existing and new skill sets were most critical to the implementation of the new governance model?
How did you build these skills into the organization?
What were/are the greatest challenges (e.g., institutional resistance) to implementing this model?
What catalysts and/or mechanisms did you use to build consensus for change across agencies?
2. Standards and Architectures (Foundations and Alignment)
What mix of standards (technology, service, and process) did you believe were “must have” and why?

What measures (hiring, training, redeployment, etc.) have you taken that have built the capabilities and capacity necessary to deliver your programs?
How well is your capacity building delivering against access or inclusion targets?
