APDIP and UNCRD Organize Session on MDGs and Pro-Poor e-Governance at eGovWorld 2006, New Delhi, India, on 27 October 2006

What is the relationship between the MDGs and e-governance? How do we move forward in making e-governance pro-poor in a SAARC context? How can regional cooperation strengthen e-governance in South Asia? Hear from key players at this APDIP/UNCRD session.

e-GovWorld 2006 (South Asia) and e-SAARC awards for innovation in Public Sector is an initiative to promote the cooperation among the South Asian countries and create awareness about successful projects in South Asian region besides providing recognition to the innovative e-government projects . The conference programme is aimed at building a strong communication among the community of  e-Government practitioners, government officers , researchers and academia for sharing of learning practices on the international level.

The APDIP/UNCRD session entitled, MDGs and Pro-Poor e-Governance Strategies, to be held on 27 October 2007, addresses the following questions:

  • What is the relationship between the MDGs and e-governance?
  • What are good practices of pro-poor e-governance in South Asia?
  • What are the key policy and implementation issues to consider?
  • How do we move forward in making e-governance pro-poor in a SAARC context?
  • How can regional cooperation strengthen e-governance in South Asia?

For South Asian countries, e-Governance is increasingly being emphasized as a way for governments to strengthen good governance.  But few governments have yet implemented e-governance strategically directly targeting poor people. This is despite the fact that more than 60 per cent of the population in South Asia lives in rural or mountainous areas and the majority of them are poor without access to basic services such as clean water, basic health and preventive care services, proper primary education, and agricultural extension services.

The reasons for this tragedy are many and complex, and often relate to lack of accountability, lack of transparency, and lack of commitment in making services work for poor and marginalised citizens.  These facts make it difficult to imagine how it will be possible for the international community and the nation States in South Asia to achieve the Millennium Development Goals by 2015, as agreed by all UN member States in the year 2000 at the UN Millennium Summit.

Increasing evidence shows that if implemented strategically e-Governance can not only improve efficiency, accountability and transparency of government processes which in turn can ease the delivery of public services for the MDGs.  But if strategies are pro-poor e-governance can also be a tool to empower citizens by enabling them to participate in the decision making processes of governments and give them a needed voice to redress grievances.

At the session, APDIP and UNCRD will present a draft project proposal on e-Governance for SAARC.
