The Third Global Knowledge Conference (GK3) will take place on 11-13 December 2007 in Kuala Lumpur, Malaysia. The conference is designed to ensure knowledge sharing, interaction, reflection, learning and debate among 2,000 participants on issues related to knowledge for development and information and communications technology for development.
Do drop by the UNDP booth at the conference hall where there will be delegates to answer your queries and discuss possible collaborations. APDIP’s publications will be available for distribution at the booth.

- Launch of e-Government Interoperability Series
When: Wednesday, 12 December 2007, 13:45 – 14:00
Where: Centre Stage, Conference Hall
What is it: The series on e-Government Interoperability comprises three publications – An Overview, A Guide and A Review of Government Interoperability Frameworks in Selected Countries. e-Government interoperability leads to better decision-making, better coordination of government agency programmes and services, cost savings and/or cost avoidance, and is the foundation of a citizen-centred, one-stop delivery of services. The series aims to assist countries who are striving to set up or improve interoperable ICT frameworks for better e-government delivery. The Overview provides a quick introduction on the what, who, why and how of e-government interoperability and is aimed at policy makers. The Guide is a practical tool for technical officials and policy makers who plan to draft or revise a Government Interoperability Framework (GIF). The Review provides a comparative analysis of eight existing GIFs and serves as a useful resource for those involved in the development or revision of a GIF. Copies of the series will be distributed at the launch event.
- e-Inclusion and Media for Asia’ Indigenous Peoples

What is it: Indigenous Peoples continue to feature among the least-information served sections of most societies. Even as access to ICTs and media begins to spread more widely throughout Asia, Indigenous Peoples remain the least served by them. But with the opportunities available today combined with the continued marginalization of Indigenous Peoples it is high time that action is taken. The e-Bario Knowledge Fair, held in Borneo on 6-8 December just before GK3, brought together practitioners and experts from around the world to exchange experiences and prepare an Agenda on e-Inclusion and Media for Indigenous Peoples as a supplement to the UN Declaration. This panel session will present the Agenda, highlighting Indigenous Peoples rights of and opportunities for better access to information, ICTs and media to achieve enhanced levels of e-inclusion.
- Ensuring e-Government Interoperability: Guidelines for Policy Makers and Practitioners
When: Thursday, 13 December 2007, 14:00 – 15:30
Where; Function Room 302
What is it: Most of us see e-Government as an opportunity to transform government with promises to deliver better public services and enhance transparency and accountability. But without an interoperability framework based on open standards, ICT expenditures in government will rarely lead to these goals. UNDP launches a new Guide to e-Government Interoperability based on global experiences at GK3 2007. At this session highlights from the Guide will be presented and members of the UNDP Government Interoperability Frame Work Study Group will discuss key issues as well as good practices in securing interoperability. The following key questions will guide the debate: What is e-Government Interoperability? How can Governments achieve e-Government Interoperability? What is the role of Open Standards in e-Government Interoperability? What are the key e-Government Interoperability challenges that Governments must face? What are the roles of the various stakeholders in ensuring e-Government Interoperability?
