This publication provides a comparative study of ICT policies and e-strategies of nine Asian countries – India, Japan, Republic of Korea, Malaysia, Nepal, Philippines, Singapore, Sri Lanka and Vietnam. It identifies and analyzes the strengths, weaknesses, similarities and gaps in policy formulation in Asia. It also serves to highlight how countries have evolved within their respective framework and environment to support their national ICT agendas.

 

This publication is divided into three chapters. The first chapter presents the current state of infrastructure development in the selected countries. The second chapter reviews the existing ICT policies in the countries. The third chapter presents a comparison of ICT policies in the countries.  Five key areas are examined:

 

  • development of IT infrastructure
  • creation of a secure cyberspace environment
  • creation and management of local content
  • establishment of effective regulatory policies and agencies
  • launch of education policies that utilize and encourage the expansion of ICT capacities
