Linux System Administrator Training of Trainers, Quezon City, Philippines, 9 – 21 October 2006

A major barrier against adoption and deployment of free and open source software (FOSS) in developing countries is the lack of human resources with FOSS skills. This introductory programme aims to address the problem by training trainers so that they can train others in their countries, and therefore kick-start a self-sustaining development of FOSS human resources. This course introduces Linux trainers to training with open content Linux system administration training materials and low-cost LPI certification examinations.

The Linux System Administrator Training of Trainers Course in Manila ended with a brief but fun closing ceremony on 20 October 2006. Gracing the event was Olaf Neussner, Regional Director of InWEnt - Capability Building International and Alvin Marcelo, manager of the International Open Source Network in ASEAN+3.

Mr. Neussner congratulated the participants and invited them to familiarize themselves with InWEnt and how it may become a part of the building of their respective nations. Dr. Marcelo challenged the participants to return to their hometowns and help establish training programmes for FOSS. He promised to make the IOSN training team available on the Net for issues which may arise when they get back home.

The IOSN training team was composed of Khairil Yusof from APDIP, Eric Manuel Pareja from the Unviersity of the Philippines Manila, and Myra Siason from the University of the Philippines Diliman Interactive Learning Centre.

Brief


IOSN ASEAN+3 held a training of trainers session in Manila, Philippines for participants from Cambodia, Indonesia, Lao PDR, Malaysia, Philippines, Thailand and Vietnam over 10 days (9 - 20 October 2006), after which participants sat for examination to be certified as LPIC Level 1 Linux professionals. The certification examination on 21 October was open to all.

Methodology


Trainers were trained at a training lab and sat for a Linux Professional Institute (LPI) Level 1 examination after a 10-day training course based on GNU/Linux LPI training materials.

International Open Source Network

The International Open Source Network (IOSN) is a Center of Excellence for FOSS in the Asia-Pacific Region. It shapes its activities around FOSS technologies and applications. Via a small secretariat based at the UNDP Regional Centre in Bangkok and three centres of excellence – IOSN ASEAN+3, IOSN PIC (Pacific Island Countries), and IOSN South Asia, based in Manila, Suva and Chennai respectively, the IOSN is tasked specifically to facilitate and network FOSS advocates and human resources in the region. The vision is that developing countries in the Asia-Pacific Region can achieve rapid and sustained economic and social development by using affordable yet effective FOSS ICT solutions to bridge the digital divide.
