Roadmap for Open ICT Ecosystems

The Roadmap for Open ICT Ecosystems is a user-friendly guide for policy makers and technologists offerings tools for understanding, creating, and sustaining open information and communication technologies ecosystems. Inside the guide you will find: core principles for openness; best practices and case studies; practical policy guidelines; and an Openness Maturity Model.

 

 

 

Harvard University’s Berkman Centre for Internet and Society launched its report on how governments can build and reap the benefits of open ICT ecosystems at the World Bank on 9 September 2005. The Asia-Pacific representatives were from China, India, Japan, Thailand and APDIP. This initiative was sponsored by IBM and Oracle.

A panel discussion with contributors to this report was held at the World Summit on the Information Society. The discussion was moderated by Mr. Jeffrey Kaplan, Founder and Director of the Open ePolicy Group, Harvard University's Berkman Centre for Internet and Society. Who is the Roadmap intended for?
Policy makers, managers, technology architects and other stakeholders from industry and civil society seeking a user-friendly tool for understanding what open ICT (Information and Communication Technologies) ecosystems are, why they are embraced and how to evolve them. 

How can I use it?
Read the Roadmap to learn what open ICT ecosystems are, and why they are increasingly important in an on-demand, information-driven world. It highlights how openness enables government efficiencies, innovative societies and industry growth. Case studies provided by senior government officials from thirteen nations illustrate the application of open standards in diverse environments. Annexes and models provide practical exercises that help you assess the openness of your current ICT ecosystem.

 

Why is opening ICT ecosystems important?
Technology’s transformative power has always been a source of great expectation and challenge. Today, globalization, fueled by information and communication technologies, is rapidly changing every society. Our drive toward globalization creates a new set of unique demands on government, business, and our everyday lives. Increasingly, decision makers in all fields are looking to technology to provide solutions and drive desired changes by commingling local, national and global resources in innovative ways.

 

Who developed the Roadmap?
This Roadmap represents an unprecedented collaborative effort of senior government officials from thirteen nations, thought leaders from five global organizations, experts from two leading technology companies and academics from one of the world’s most respected universities.

 

IN THAILAND

 

The National Electronics and Computer Technology Centre (NECTEC), a specialized agency under the National Science and Technology Development Agency, Ministry of Science and Technology in Thailand, will be translating the Roadmap into Thai language. The translated version of the report will be promoted and disseminated among key stakeholders in the public, private and academic sectors in Thailand.

 

NECTEC has also formed a working group to promote open ICT ecosystems and open standard usage in Thailand. A seminar jointly organized by both public and private sectors is planned to gather key players, experts, executives, and policy makers from government, business and academia to discuss how to adopt and implement an open ICT ecosystem in Thailand.
