Planning Meeting for an Open Regional Dialogue on Internet Governance, Kuala Lumpur, Malaysia, 22 July 2004

Document Actions
The Planning Meeting for an Open Regional Dialogue on Internet Governance was held in the Shangri La Hotel on 22 July 2004. A total of 30 people representing governments, private sector, civil society and multilateral organizations, participated in the meeting.

The principle objectives of the meeting were to:

  1. Bring together stakeholders from different areas and expertise to advise UNDP-APDIP on ways to assist Asia-Pacific countries on Internet Governance issues and their active participation in the ongoing global debate on Internet Governance;
  2. Understand the needs and aspirations of the region on Internet Governance;
  3. Seek advice on a framework of issues that merit broader discussions and based on this framework develop a plan of action to support the developing countries of the region;
  4. Discuss ways and means to foster multi-stakeholder partnerships and cooperation to work in the area of Internet Governance, and
  5. Develop concrete plans for the Open Regional Dialogue on Internet Governance and follow-up actions that can serve as input to the WSIS process and the UN-WGIG over the next several months.

The meeting noted that ongoing national ICT policy formulation processes have to be targeted to prepare an appropriate channel of national consultations and debate on Internet Governance issues within countries. Besides the need to define Internet Governance itself, it highlighted public policy, cyber crime and security, e-commerce, Intellectual Property Rights, and International/multi-lingual DNS (IDNs) as some of the core issues that require to be addressed.
