FOSS General Introduction Primer
- This primer introduces Free/Open Source Software (FOSS), its philosophy, history and benefits/disadvantages of FOSS, including developing-country specific issues. It also contains a brief survey of FOSS initiatives in various governments around the world, legislative or otherwise. Other topics such as localization, licensing and Linux are briefly covered. It is meant as a basic introductory document that can be handed to a person when asked, "what is Free/Open Source?"

- This primer covers the use of FOSS from schools to universities. It provides a brief overview of how it can help in setting up the IT infrastructure and administration of educational institutions and considers software (mainly proprietary) which is now used as the basis for IT curricula and alternative FOSS which is available.

- This particular primer surveys the motivations of other countries in implementing FOSS, summarizes the steps involved in formulating a policy, lists some possible strategies to use in implementing the policy and finally touches on cross-sectoral issues unique to FOSS policies. Its target audience are the policy-makers who set national policies and their advisers.

It offers several scenarios, and proposes a framework for licensing of government sponsored software. Free/Open Source Software Asia-Pacific 2004
- The consultation is designed to provide an effective policy-level platform for the exchange of information and experiences in the use of Free and Open Source Software (FOSS) for development. Many countries, especially in the Asia-Pacific, have questions and uncertainties on the use of FOSS for development. There is a growing need for awareness raising on the benefits of FOSS, assistance with formulation of national policies, and case studies of FOSS implementation. The consultation is designed to assist policy makers with these different issues.
