Joan McCalla
Ontario Public Service Amethyst (Executive) Fellow in Public Policy, School of Policy Studies, Queen's University (on secondment from Corporate Chief Strategist, Office of the Corporate Chief Information Officer, Management Board Secretariat, Government of Ontario)
Joan McCalla was appointed Ontario's first Amethyst (Executive) Fellow to the School of Policy Studies at Queen's University in August 2003. While at Queen's, Joan will be teaching and conducting research in public policy related to electronic government.
Joan was appointed Chief Strategist in the Ontario government's information and information technology (I&IT) organization in May 1999. The Chief Strategist is responsible for leading the development and implementation of enterprise-wide information and information technology strategies, plans, and policies aligned with business directions. The function includes leadership for, and specific initiatives in support of, electronic government. The Office is responsible for the corporate policies for I&IT including Freedom of Information and Protection of Privacy activities, HR and communications functions for the I&IT organization, I&IT security policy and operations and the controllership function for I & IT, including providing advice to Management Board of Cabinet on major I and IT-related decisions.
Joan has been with the Ontario government since 1977 in various planning and policy positions at several ministries, including directing the development and implementation of the provincial telecommunications and computing sector and provincial infrastructure strategies while with the Ministry of Economic Development and Trade in the 1990's. Prior to joining the Ontario government, Joan was a land use planner with the City of Mississauga.
Joan is a graduate of the University of Toronto (M.Sc. Urban and Regional Planning) and the University of Alberta (B.A. Honours Geography).
