Mr. David Pao
Acting Head, Efficiency Unit, Government of Hong Kong

Mr. David Pao has over 16 years of industry and management consulting experience in business and IT planning with major focus on business transformation and implementation of customer-centric operation. Mr. Pao has assisted major corporations across a wide range of business sectors in implementing changes in the U.S. and in Asia. He has been intimately involved in e-Business strategy and implementation for both the private and public sectors, a number of which have successfully transformed their business operations over the years.

Mr. Pao is currently the acting Head of the Efficiency Unit of the Government of the Hong Kong Special Administrative Region, reporting to the Chief Secretary for Administration. The Unit aims to promote a measurable and timely transformation in the management and delivery of public services, to meet the community’s needs effectively and efficiently. The Unit has recently launched a Public Private Partnerships programme which seeks to encourage both government departments and private sector to explore the use of the private sector skills and resources in delivering government services. In collaboration with a number of departments, the Unit is taking on various initiatives to integrate the back-end operations, processes, and data to help government departments realize e-Government opportunities.
