The Asia-Pacific region spans a vast geographical area, as well as a diversity of culture and languages. The Internet and other carriers of knowledge and information predominantly feature the language and culture of the West, which are not widely understood or natural to the region. ICT's capability to achieve development goals will only be effectively leveraged with "content" that is responsive to user needs.

While "access" bridges the alienation of people and communities to technology, the chasm of content alienation must be bridged with the creation of locally relevant content. APDIP provides support, advice, and advocacy for the development of local content and related issues such as internationally acceptable norms and standards for local language character sets and fonts. It facilitates the development and creation of knowledge and of knowledge networks, resulting in greater e-services in trade, health, education, and governance.

Knowledge management equips people with the means to apply ICT's in their daily lives, increases opportunities for life-long learning, local entrepreneurship, and commerce. And where people are involved, ICT's for Development is applied as a cross-cutting theme to other UNDP challenge areas, to reduce poverty, impact gender, enhance transparency, improve the environment, and better health.
