PREAMBLE

The benefits of disseminating useful information for social and economic development are self-evident. The Internet provides an opportunity to publish global electronic information. By creating its web site, an organisation is able to share information and increase its communication with all sectors of society. By use of a web site, it is possible to cross national boundaries and project to the world, how the organisation wishes to be perceived. A web site development strategy is certainly required to minimise expenditures, time and efforts in effectively utilising this technology to publish significant and useful content. The requirements and resources must be determined to select an Internet solution, which would best satisfy the organisation.

Webmasters hold unique positions. The power to manage and deploy this information is vested in individuals who have the technical skills, creative knowledge and responsible attitude for such a role. Because it is vital for a webmaster to own a certain skill set for strategic site development, APDIP has created a specialised Seminar titled "Webmaster Development". This document offers detailed information to enable UNDP country offices to assess the interest of participation by individuals currently performing the duties of webmaster in UNDP funded programmes or with government counterparts.

This Seminar will assist in the devising of an effective Internet strategy. An overview of the available platforms and solutions for Internet technologies will be presented. This will include design methods to develop professional information-based sites, as well as discussions of web site layout and step-by-step site makeover. Methods of site deployment and hosting services available will be explored during the Seminar.

This Seminar will also equip its participants with the necessary skills to develop an organisation Intranet. An Intranet enhances communications and operations within an organisation where multiple internal departments come together on a common platform. This includes the tasks of identifying interdependencies between organisation needs, technology and related initiatives required to achieve shared organisational goals. An Intranet assists in the streamlining of the organisation paper-based workflow.

A variety of examples, practical sessions and supporting materials will be included in the Seminar. Case examples will be used, where relevant, to illustrate points. By offering practical knowledge, this Seminar will provide real-world tactics that work — enabling the participants to lay the groundwork for continued success. The mode of delivery will be through lectures, hands-on tutorials and open forum discussions conducted by experts in the fields of web site development. An excellent training environment with electronic presentations and relevant IT applications deployed through internet-wired workstations will be made available to participants at the Seminar.

The following sections outline the Seminar training contents, logistical arrangements, and participation guidelines.

DAY ONE

OPENING SESSION: Introduction

OBJECTIVES: This session will introduce the primary aim and main focus of the Seminar and provide a summary outline of all subsequent Seminar sessions.
CONTENT
  1. Introduction by the APDIP Co-ordinator;
  2. Welcome Speech;
  3. Self-Introduction by the participants. Short outline on their own perception of IT, expectations about the Seminar and the use of IT;
  4. Overview of the Seminar; and,
  5. Introduction to the Seminar web site.

DELIVERY

  1. Electronic presentations; and,
  2. Round-table discussion and exchange of information.

*Assumption: participants have basic html knowledge.

SESSION 1: The Internet as an Information Transport Mechanism

CONTENT

  1. Information acquisition and delivery;
  2. Internet for development activities;
  3. The web site and the web master as information brokers;
  4. The role of the website within the organisation;
  5. Identification of site audience; and,
  6. Public and private site examples.

DELIVERY

  1. Electronic presentations;
  2. Interactive web site; and,
  3. Round-table discussion and exchange of information.

SESSION 2: The Intranet - Changing Work Methods

OBJECTIVES: This session will explore the use of an organisation Intranet to increase efficiency and sharing of information across the organisation. Participants will learn about the overall concept of an Intranet. The session will include discussions on the importance of managerial commitment, leadership, technology and people legacy in the new development environment.

CONTENT

  1. The Intranet, changing the way we work;
  2. Management considerations;
  3. The single source of information;
  4. Information input, scanning, archiving and retrieval via database or indexing; and,
  5. Tips and tricks.

DELIVERY

  1. Electronic presentations;
  2. A tour of an organisation information system - Visit our Intranet;
  3. Demonstrative tutorial explaining key advantages of Intranet based information storage, access and exchange for routine administrative functions.
  4. Review issues about access restrictions; and,
  5. Session will end with a round-table discussion on potential benefits of Intranets for typical organisations.

DAY TWO

SESSION 3: Internet Fundamentals

OBJECTIVES: This session will introduce web server fundamentals - an overview of how to install, configure and administer a web site. It will explore the criteria for selecting between hardware platforms.

CONTENT

  1. Internet fundamentals;
  2. Web servers - Installing, configuring and ongoing administration;
  3. Security and access configuration;
  4. Alternative hosting services; and,
  5. Client-server technology.

DELIVERY

  1. Electronic presentations;
  2. Interactive web site; and,
  3. Practical sessions.

LUNCH BREAK

4: Web Authoring - Exploring Tools and Elements

OBJECTIVES: This session will explore web elements and tools available to create compelling, interactive web sites. It will also introduce the web project development life cycle, management concepts, design issues, and techniques for content development.

CONTENT

  1. An overview of web site development and available authoring software (FrontPage and ColdFusion);
  2. HTML language fundamentals and tags;
  3. Graphic software, multimedia software, digital and streaming audio and video; and,
  4. Examples and Exercises.

DELIVERY

  1. Electronic presentations;
  2. Hands-on tutorial; and,
  3. Practical sessions during which participants will be able to explore and interact with examples of existing sites to illustrate specific advantages.

DAY THREE

SESSION 5: Web Site Design and Development - FrontPage Fundamentals

OBJECTIVES: This session will discuss web design issues. Participants will learn how to create documents connected by hypertext for use on the Internet or Intranet.

CONTENT

1. Web site design;

  1. Logical and physical view of the web site;
  2. Style guidelines and tips;
  3. View example design issues that affect web pages;
  4. Design dynamic web sites;

2. Installing and using FrontPage Editor and Explorer;

3. FrontPage fundamentals;

  1. Creating a hierarchy of interdependent web pages;
  2. Creating internal and external links;
  3. Working with images;
  4. Working with tables;
  5. Working with frames;
  6. Using the wizard; and,
  7. Additional functions.

  2. Hands-on tutorial;

LUNCH BREAK

SESSION 6: Web Site Design and Development - FrontPage Advanced Techniques

OBJECTIVES: This session will explore advanced FrontPage techniques to enhance the quality of web site pages.

CONTENT

  1. Creating a new web;
  2. Using Web bots;
  3. Advanced tables;
  4. Forms and databases;
  5. Using multimedia; and,
  6. Web management and security.

DELIVERY

  1. Electronic presentations; and,
  2. Hands-on tutorial;

DAY FOUR

SESSION 7: Database Interfacing

OBJECTIVES:

CONTENT

  1. Database interfacing, ODBC, SQL;
  2. Creation of simple access database;
  3. Creation of forms;
  4. Exercises;
  5. Tips and tricks; and,
  6. Java, Jbots other scripting languages.

DELIVERY

  1. Electronic presentations;
  2. Hands-on tutorial; and,
  3. Interactive web site.

DAY FIVE

SESSION 8: Reaching your Audience and Rollout Policies

OBJECTIVES: This session will discuss rollout policies web site growth and maintenance.

CONTENT

  1. Reaching your audience;
  2. Search engines;
  3. International Search Engines;
  4. Wrap-up session; and,
  5. Evaluation.

DELIVERY

  1. Electronic presentations; and,
  2. Hands-on tutorial.
