legislation and policies in themselves are not enough; access to information is a key policy area. Citizens need access to the laws that govern them. Accordingly, UNDP together with the Royal Government has initiated the Pilot Public Access to Information and Services Project, which is publishing legislation, rules, reports and application forms online. E-governance holds great promise for better service delivery in Bhutan, especially to remote communities who will often have to walk for days to apply for services. The current A2I (Access to Information) project is also piloting a system to allow citizens to post or fax application forms. This initiative is seen as laying the foundation for future e-governance initiatives.

Achievements

Combining infrastructure, awareness-raising, content and services, the Project will collect data from three Multi-Purpose Community Tele-centres (MCTs) to be established under this project, and a variety of Pilot Access Points (PAPs) in schools, e-post offices and private Internet cafes.  The Project will invigorate the Government web portal with new public information from across Ministries.  In one pilot Dzongkhag, a system to accept and process remote applications for key Government services will be trialed.  Finally, citizens will be informed of the existence and benefits of this Project, particularly for access to public information.
