Creation of Community Information Centres with the State Government of Uttaranchal

The project undertook participatory appraisals to determine the information needs of the citizens both in rural and urban areas. This helped them in determining the portal information that was being developed and also the scope of the Business Process Reengineering (BPR) in select government departments.
BPR studies in five government departments were undertaken at the State level. The back-end work of automation and change process is being initiated by the government in these departments. In the front-end, the web enabled portal would provide information on schemes, budgets, progress, market rates, tenders, employment and services such as online government forms, certificates, etc.
A Cooperative model is being tried out where a number of CICs would be established in each of the blocks. Although they will be run by a private entrepreneur, all the CICs in a district would be registered under a society and headed by the District Collector who will monitor the process. The CIC operator are being identified based on certain criteria and will be trained in the operation and maintenance of the CICs.
The pilot CICs will be replicated by the State Government based on the lessons learned as part of their larger IT vision for the State.
