Gujarat Disaster Risk Management Programme

The UNDP Gujarat office came into being in the immediate aftermath of the devastating earthquake of January 26th 2001. During the transition from relief to recovery it extended it technical and financial support for various livelihood, temporary shelter and ICT-related programmes.

Achievements

One of the greatest challenges in the post-earthquake scenario was to disseminate and share the same, comprehensive, analytical and reliable information with a wide spectrum of stakeholders. This transfer had to be achieved in the shortest period of time possible in order to fulfill the real time needs of the critical phases of relief and rehabilitation.

Where the government had huge volumes of data it sought assistance in computation and various forms of GIS support. Aid agencies, many of which arrived from outside the respective districts and the state were eager to obtain both damage assessment data and baseline figures.

The third and most important stakeholder and perhaps the one with the most complex needs, the local community, required information on the various government packages on offer and seismic safe construction in easily accessible and vernacular forms.

These diverse requirements from the stakeholders concerned made it imperative for UNDP to develop a comprehensive ICT strategy to service these critical needs with the available resources and within the specified time period. To cater these requirements of the government, other agencies/NGOs as well as community, UNDP deployed a team of IT Specialist with the hand on experience in developing Geographic Information System (GIS) Packages, Internet as well as Intranet based Applications. Some of these efforts are explained below in brief:-

RIMS (Rehabilitation Information Management System) http://www.undpquakerehab.org/rims

The Rehabilitation Information Management System has been developed to bridge the gap between required and available information on the reconstruction and rehabilitation programmes of various NGOs, CBOs, and government agencies. RIMS strives to provide a single window solution for any query related to rehabilitation activities in Kutch. The data available in RIMS are captured from Setus (Earthquake Rehabilitation Support Centers) and GSDMA (Gujarat State Disaster Management Authority-Kutch). In order to enhance the availability of information to a wider audience, RIMS is web-enabled. The upgraded version of RIMS was shared with GSDMA in Gandhinagar and sub-district collectorate of Maliya taluka of Rajkot district to strengthen their information management system.

HEIMS (Health & Education Information Management System) http://www.undpquakerehab.org/heims

Vital information on Reconstruction of Health and Education Infrastructures are regularly complied and updated on Health and Education Information Management System. The HEIMS is being used by government officials as well as leading national and international agencies to track the progress of reconstruction. This system has facility for online updating and modifying their data by registered organizations.

Plot Allocation System for Bhachau Area Development Authority

A random selection system for Plot allocation for BHADA (Bhachau Area Development Authority) that had been assigned by the District Development Officer (DDO), Kachchh. The project was developed with a view of allocating same community together.
