Participatory Reconstruction Planning through a Community-Based Information and Communications Strategy

The aim of the initiative is to empower the affected communities through enhanced access to information resources on disaster recovery and reconstruction programmes and projects using ICTs for participatory recovery and reconstruction planning.

The project entailed:

  • mapping of potential community learning and information sharing points such as mosques, educational institutions, health facilities, city council offices, etc.
  • mapping of local organizations which could support the establishment of community information centres
  • collection and collation of data for an electronic Central Resource Database Centre
  • design and development of an Information Bank and query-based portal for the generation of various information products for the print and electronic media
  • establishment of ICT-based kiosks in various locations throughout the affected areas to provide individuals with information on government policies and activities, updated damage reports, entitlements, land status, rehabilitation schemes, etc.

Achievements

  1. Efficient management of resources by having accurate information easily accessible
  2. Community awareness on government policies, recovery and reconstruction projects, longer-term development policies and programmes, assistance schemes, the rehabilitation processes (including damage status of each house, financial entitlements and disbursement, grievances, requests for clarification, etc.)
  3. Improved coordination between the authorities, NGOs, UN agencies and donor partners, resulting in reduced duplication of efforts and prioritization of competing needs
  4. Increased participation of communities in the recovery and reconstruction process, which contributed to the success of the reconstruction programme
  5. A more transparent and participatory reconstruction programme, which reflected the real needs of the affected people
  6. Increased capacity of local stakeholders for disaster risk management and preparedness
  7. Improved livelihoods through access to information on the opportunities for skill trainings, job opportunities and marketing
  8. Awareness on the basic data on the business opportunities and labour market for more appropriate policy making and planning for the reconstruction and longer-term development of the region
