The objective of this study is to enable Malaysia to formulate a Human Resource Development Master Plan that will leapfrog Malaysia’s transition into a knowledge-based economy. It incorporates recommendations on policies and strategies for the development of high quality and globally competitive human resources to support Malaysia’s economic goals and competitive advantage. The study also formulates an action plan for the effective implementation of the HRD Master Plan.
