GIS for local development planning, decision making and monitoring development activities
An IT/ICT component of NEP/04/002 - Decentralized Local Governance Support Programme and continuation from its predecessor programmes. The programme aims at: (a) building the capacity of the Local Bodies, Ministry of Local Development and National Planning Commission to promote decentralized governance (b) design and implement positive discriminatory Village Development Programme (c) mainstream HIV/AIDS in development activities.

Major outputs include formulation of capacity development strategy of the Local Bodies (DDCs), finalise and implement the sectoral devolution guidelines, formulate alternative service delivery mechanism for efficient and effective service delivery and GIS-based information systems for better planning and programming.
Achievements
- Expanded use of GIS products for poverty identification, national development planning, decision making, and monitoring development activities at the national level.
- Strengthening of District Development Committees (local level government) in informed decision-making and bottom-up planning activities by establishing and strengthening District Information and Documentation Centre (DIDC)acting among others as official information clearing-house. (GIS value added products, such as poverty, resource, and conflict mapping reports are utilized by districts as a tool to help them, among others, target the excluded deprived communities (in terms of human poverty, ethnic minorities, and inaccessibility).
- Strengthening National Planning Commission Secretariat (NPCS) in GIS application development; linkages development of data providers and users through National GIS Steering Committee; information dissemination among the users; and use of modern technology in particular, the ICT/Web based technology for information dissemination.
