The purpose of the programme is to assist the Provincial Government of North East Frontier Province (NWFP) in undertaking institutional reforms.

The activities pertaining to facilitation of access to information include:
- Establishment of District Citizen Information Centers (DCICs) to systematise information collection, dissemination and analasys at district level so that people's access to authentic, reliable and timely information is improved
- Development of Government of NWFP web portal to provide online accurate and secure information to the citizens
- Strenghtening of the Bureau of Statistics and its networking with the DCICs and provincial line departments through a wide area network.
