ICT for Development in Samoa

The programme will draw heavily on the findings documented during the PA phase and aim to balance and improve access to information for citizens of Samoa, facilitate their dynamic participation in policy level decision-making. This will be addressed through the development of several inter-related ICT4D programme components. Through these initiatives the issues of access, transparency and equity will be addressed. Amongst the areas to be covered, the following five ones were picked out as being critical in not only helping form the basis of actual ICT implementation at the grass roots level but would also be visible demonstrations of the utility of using ICT for development in Samoa.

Planned Outcome

Capacity of MCIT is strengthened in professional and project management areas

E-readiness analysis is conducted for the Web Portal for the Citizen on Line services of the Government of Samoa. 

Mobile e-School bus for reaching the under- and un-served areas of Samoa is fully operational

The base for the development of the Samoan language for use in ICT applications is developed

Free Open Source Software is promoted through the establishment of the FOSS centre of excellence
