The PA phase has led to development of an ICT project that will focus on e-government, e-tourism, and e-learning, shaping the rehabilitation process and reversing the still evident problem of rapid out-migration through the use of ICT.

Achievements
- The Government of Niue is provided with options for ICT development in Niue in the context of recovery following the recent cyclone
- UNV-IT Teacher is employed
- A video documentary on the impact of TC Heta to be utilized by the Government in the donor aid coordination process is produced.
