The preparatory assistance phase is the assesment phase of the e-governance project aimed to provide government of Tokelau with the recommendations on appropriate ways of meeting the future ICT needs of Tokelau and a future structure for ICT services in Tokelau.

The ICT Reveiw Review looked at existing ICT systems in Tokelau and past reports to determine the kind of policy that would be suitable for supporting the Modern House of Tokelau governing structure and improve accessibility of benefiical information to the public.
