This study by Noterik & Doonder Multimedia for SNV and IICD examined the applicability of new multimedia technologies in the field of education in Niger¹ and Burkina Faso. Within the framework of this research project, a growing interest in the use of new technologies for educational programmes was found. The use of audio-visual information in combination with the new XML standard SMIL can help to accelerate the production of attractive and inexpensive multimedia applications. Educational material can be stored in television and radio archives. The conversion of these archives into digital formats will help develop an inexpensive educational content library, suitable for computers as well as for radio and TV.

This study compares the relative costs and effectiveness of online learning with traditional face-to-face teaching methods. It does not aim to provide a definitive answer to the question of whether online delivery is cost-effective or not. The range of different types and institutional settings in which online delivery takes place makes it impossible to offer a conclusive answer in most cases, other than it depends on how online delivery is implemented. The one exception relates to staff training for an enterprise where online delivery can involve substantial cost savings while increasing markedly numbers in training.

Education Phantom authority, self-selective recruitment and retention of members in virtual communities: The case of Wikipedia
This paper employs team and club good theory as well as transaction cost economics to analyse the Wikipedia online community, which is devoted to the creation of a free encyclopaedia. An interpretative framework explains the outstanding success of Wikipedia thanks to a novel solution to the problem of graffiti attacks — the submission of undesirable pieces of information. Indeed, Wiki technology reduces the transaction cost of erasing graffiti and therefore prevents attackers from posting unwanted contributions.
Education E-media in development: Combining multiple e-media types
This paper, on electronic media's potential contribution to rural development in less-industrialized countries, builds on the content of two earlier First Monday papers: "The Impact of Democratic Deficits on Electronic Media in Rural Development" (April 2002) and "Providing Content and Facilitating Social Change: Electronic Media in Rural Development" (February 2000). The former provides a theoretical argumentation on the influence of democratic deficits on the role of E-media in rural development, supported by case material, whereas the latter presents case material from Peru on how the different types of E-media contribute to rural development in that country. This paper also introduced the "information traffic pattern (ITP)" and "media richness" concepts.
