This document is summarised in Annex 3 of the present report. It soon became apparent, however, that the huge amount of relevant material could not be considered adequately in the short report. It was therefore decided to ask Professor Robin Mansell to take responsibility for preparing a report which would do greater justice to the wealth of accumulated knowledge. The goal was to produce a source book which would be useful for government officials, private sector firms, and academic researchers and which would provide a systematic review of available information on the topic.
