This inspiring article details the practical application of information disemination for the purposes of quality of life improvement for those living in rural areas. The project created the potential for interactive distance education, telemedicine, e-commerce, and governance in a civil society through the use of two-way communication using the key resources of radio frequencies and solar and/or wind energy systems for a collocated full-service information-and-communication-technology center.
