ICT and MDGs Analysis Essays by John Daly: The Partnership Goal: Access to ICTs
This is the last in a series of essays dealing with information and communication technologies (ICT) and the Millennium Development Goals (MDG). It relates to Goal 8, “Develop a global partnership for development.” This Goal differs in form and substance from the others, focusing primarily on policy changes agreed upon by the nations gathered at the United Nations Millennium Assembly. In most cases, the role of ICT appears minimal in achieving the related targets or in engendering improvements measured against the identified indicators.
ICT and MDGs Analysis Efficiency in Reaching the MDGs
The four papers presented in this study look at whether improvements in efficiency could bring gains in outcomes. The first two papers use world panel data in order to analyze country level efficiency in improving education, health, and GDP indicators (GDP is related to the MDGs because a higher level of income leads to a reduction in poverty). The other two papers use province and state level data to analyze within-country efficiency in Argentina and Mexico for “producing” good education and health outcomes. Together, the four papers suggest that apart from increasing inputs, it will be necessary to improve efficiency in order to reach the MDGs.

People all over the world are contributing as volunteers in developing countries to apply and build others' capacities in information and communication technologies (ICT). The United Nations Information Technology Service (UNITeS), led by the UN Volunteers programme, promotes volunteering as a fundamental element of successful ICT4D efforts, and promotes ICT as a tool for volunteers engaged in development. In conjunction with the World Summit on the Information Society (WSIS), UNITeS is gathering and posting examples of such "ICT volunteering", and linking each to its relevant Millennium Development Goals (MDGs) and MDG targets.
ICT and MDGs Analysis Lessons Learned from 17 infoDev Projects
The aim of this paper is to create a publicly available resource that provides concise descriptions of selected infoDev ICT-for-development projects and their impact on poverty. The paper first presents case studies of a cross-section of projects funded by the infoDev Core Program, followed by an in-depth analysis of the impact and limits of those projects. The main criterion for selecting projects for case study analysis was to be as representative as possible of the various environments (political, economic, social, geographic) in which infoDev has been operating since its inception.

During the past decade the international community has focused its efforts on strategies to help the people of the world's poorest countries share in the benefits of globalization and escape the traps of poverty. The decision at the United Nations Millennium Summit in September 2000 to adopt eight specific Millennium Development Goals (MDGs) provides an agreed political benchmark for measuring the progress of global development.
